What NIST AI RMF Is — And Why It Is The Right Framework

On April 7, 2026, NIST released a concept note for an AI RMF Profile on Trustworthy AI in Critical Infrastructure — guiding critical infrastructure operators toward specific risk management practices when engaging AI-enabled capabilities.

The MAP function is where risk identification becomes systematic rather than reactive. It is the AI equivalent of asset inventory — you cannot protect what you have not catalogued.
High-impact AI applications deserve special focus: customer-facing decisions, sensitive areas such as healthcare or HR, and automated decisions with legal effects. The risk register works best when it connects to company-wide risk management, providing real-time risk metrics for board reports and enabling organizations to see AI risk exposure across teams while staying aligned with financial, operational, and reputational risk areas.
MAP in practice — the questions every organization must answer:
- What AI systems are deployed — sanctioned and unsanctioned?
- What data does each system ingest, process, and output?
- What external content does each system trust — and what are the injection surfaces?
- What decisions does each system influence — and what is the blast radius of a compromise?
- What regulatory frameworks apply to each system based on its function, data processed, and jurisdiction of operation?

AI Red Teaming (Topic 6) is the primary MEASURE activity for AI security risk. Measuring AI risks continuously helps create effective risk prevention strategies. Organizations need reliable ways to track and review these risks throughout their AI systems’ lifecycle — safety metrics help ensure AI systems work reliably even at their limits.
Every red team finding — documented with ATLAS technique code, severity, reproduction steps, and remediation — is MEASURE evidence. Every automated Garak or Promptfoo scan run against a model checkpoint is MEASURE evidence. Every behavioral drift detection alert reviewed and closed is MEASURE evidence.
LLM Firewalls and Guardrails (Topic 7) effectiveness must be measured, not assumed. False positive rates, bypass success rates from adversarial testing, detection latency — these are MEASURE metrics that most guardrail deployments do not currently instrument.

MANAGE is the response and recovery function — where identified and measured risks receive treatment, and where incidents are contained, investigated, and learned from.
The NIST AI RMF is not a one-time exercise. It is an ongoing program that integrates with existing risk management practices and scales as the AI portfolio grows. AI risk management is an ongoing journey, not a destination — the framework works as a living document that needs regular updates as technology changes and new risks emerge.
MANAGE in practice — mapped to this series:
AI Incident Response (Topic 8) is the operational expression of the MANAGE function. When a RAG poisoning attack is discovered, when a jailbreak produces a prohibited agentic action, when shadow AI creates a GDPR exposure — the MANAGE function defines the response: containment procedures, evidence preservation, regulatory notification timelines, root cause analysis, and control improvement.
In 2024, a Canadian tribunal ruled against Air Canada after its customer-service chatbot incorrectly told a passenger they could claim a bereavement fare refund retroactively. When the airline refused to honor that guidance, the tribunal found Air Canada responsible for the chatbot’s error and ordered it to compensate the customer. This is a MANAGE failure — the organization had no process for reviewing, challenging, or correcting AI-driven outputs before they created contractual liability.
The MANAGE function also covers third-party AI risk. Every foundation model the organization builds on, every AI vendor whose tools employees use, every external data source that feeds the RAG corpus — each represents a third-party AI risk that MANAGE must address through vendor assessment, contractual controls, and ongoing monitoring.
Real-World Implementation: A Financial Services Firm Applies AI RMF
Setting: The same financial services firm that appeared throughout this series — the one whose SOAR agent was poisoned, whose Copilot was hijacked, whose employees were running shadow AI across seventeen unsanctioned tools. Post-incident, the CISO commissions a full AI RMF implementation.
Month 1–2 — GOVERN Foundation
The CISO establishes an AI Governance Committee — CISO, Chief Data Officer, General Counsel, Chief Compliance Officer, and two business unit heads. The committee has authority to approve, restrict, and prohibit AI deployments.
An AI Acceptable Use Policy is drafted, reviewed by legal, and published — replacing the single sentence in the existing acceptable use policy. It defines three tool tiers, establishes data classification requirements for AI interactions, and specifies that all Tier 1 AI deployments require security review before production.

Most organizations that have read this series and implemented its recommendations are at Level 2. The gap between Level 2 and Level 3 is documentation and consistency. The gap between Level 3 and Level 4 is automation and continuous improvement infrastructure.
The regulatory direction is clear: Level 3 is the floor for regulated industries. Level 4 is the safe harbor. The organizations building toward Level 4 today will be the ones whose AI programs survive the first major AI governance regulatory audit intact.
